The national conference convened by Government of Ghana to discuss SADA with Ghana’s Development Partners (November 21st, 2011) was the high point in the policy process for establishing SADA. Vice-President Mahama Challenges Donors to coordinate their projects better for more effective targeting of poverty and support SADA to coordinate accelerate development of the SADA regions as part of a new and vigorous national development policy effort. He made these firm declarations at a Donor Conference on SADA organized by the Office of the President and the Ministry of Finance and Economic Planning. About 134 people attended the national conference, comprising Development Partners, Ministers of State, all 5 Regional Ministers from the SADA regions, senior Government official’s leaders and members of Parliament, private sector operators, both national and international, NGOs and all SADA Board Members and technical staff. At a well-attended high-level conference convened to seek ways to bring about equitable and accelerated development of the Savannah regions of Ghana, the Minister of Finance & Economic Planning, Dr. Kwabena Duffuor outlined a strategy for immediate and long-term funding of SADA. This followed his earlier presentation of the 2012 Budget to Parliament, in which funding for SADA featured prominently. By his proposal, SADA is to recieve 30 million Ghana Cedis (equivalent $20 million dollars) annually for the next 5 years to meet its operational and programming costs. Additionally, a long-term funding mechanism is to be developed, and Government is raising 200 million Ghana Cedis (125 million US dollars) to be used to initiate a SADA Invstment Fund, expected to raise about 1.5 billion Ghana cedis ($ 1 billion) in the next five years.
